The Traffic Penalty Tribunal’s Annual Report for 2025-26 has been published, providing appeal outcome statistics, information and an insight into the adjudicators’ work during the reporting year.

2025-26 has seen increases in authorities enforcing across all penalty jurisdictions for which the Tribunal adjudicators decide appeals. This includes 30 new authorities implementing moving traffic enforcement powers, the launch of the Oxford Congestion Charge and more councils now enforcing littering from vehicles restrictions.

Caroline Hamilton, Chief Adjudicator, said: ‘Open access to our work also promotes public confidence in the Tribunal by providing motorists with a fuller understanding of the statutory fixed penalty scheme, representation and appeal process, and the remit of the independent adjudicators.’

‘Gaining a better understanding of the law and its application is crucial in this jurisdiction, where motorists frequently incur civil penalties because of misinformation or error, rather than simply disregarding the regulations or restrictions.’
